Preface
I am glad to present this Health Bulletin 2014 containing defined information of National Institute of Mental Health,Dhaka during 2013. The objectives of establishment of the institute included to deliver modern services to the mentally ill people in the community, to develop qualified and trained manpower, to help provide mental health services through primary health care system, to conduct researches in the field of mental health.The available mental health services in Bangladesh are inadequate in comparison to the need of the community. Since establishment of the institute the authority has been trying to achieve the goals. We need extended support from the government to achieve the defined goals of establishment of the institute. I am thankful to all the staffs of the institute and relevant sectors of the government for helping us in realizing our aspirations.This Health Bulletin containing data during the period 2013 will help us in finding out the deficits, weaknesses and future directions for further development of the existing services. National Institute of Mental Health,Dhaka has been established with the objective of development of qualified and trained manpower in psychiatry. providing clinical services to patients with mental disorders is the essential element for conduction of different courses, training and research programmers. Adequate infrastructure facilities with logistic and manpower support are required to achieve the goal. patients with Mental disorders are usually poor. They cannot afford to admission in paying bed.Increasing percentage of non-paying beds and reducing that of paying beds are essential to increase bed occupancy. Vertical extension of the building is essential to have separate ward for six separate departments.Now one ward has patients admitted in different units with limited space, which is open in nature. For example, patients from Child psychiatry department are being treated mixed with patients of Adult psychiatry. Occupational therapy unit and rehabilitation unit are integral parts of management of patients with mental disorients. Maintenance of the building by PWD needs improvement.Bathroom,toilets, window grills and glasses,doors,doctors room, nurses room,patients Carts and beds need special care. Electricity department of the government is failing to make Generator functioning. Vertical extension of the building is also essential to create separate space for the units.Nursing staffs and doctors are inadequate in the hospital. There are needs of six registrars, one Resident Psychiatrist and one Deputy Director in the institute. During transformation if the posts into revenue these three posts were not considered. Now the institute is having serve academic and administrative problems due to lack of these posts. Ward boys and Mlss are very few in numbers in the institute. Moreover class IV and class III staffs are frequently transferred to other hospital without giving replacement. X-ray machine installed in the institute have not been functioning.
