Preface
Health is a basic human right. One can not imagine social development or sustained economic growth without health. Again free flow and exchange of information is a prerequisite for the development of health agenda issues. At the outset I wish to thank Management Information System (MIS), Directorate General of Health Services (DGHS) for their support for putting out the Annual Health Bulletin of Shaheed Ziaur Rahman Medical College Hospital (SZMCH) for the third consecutive year. In Bangladesh, demand for health care services increases as a result of steady population growth on the one hand and increasing awareness of poverty driven citizens and changing pattern of diseases on the other hand. This hospital is also no exception and facing the increased burden of health care demand in terms of quality and quantity. Since assuming appointment as Director 1year and 5 months back, it was not possible to dot every i and cross every t due to enumerable reasons. But I have always tried to ensure that the services provided go uninterrupted. Having monitored the progress of the hospital through development reviews and informed discussions, I am reasonably pleased with its results for the year 2013. Therefore I wish to place on record my commendation for the dedicated services of all categories of doctors and staff at all levels, specially during crisis management who have all contributed as a team their best despite all odds to provide quality health services to the people of catchments area of this hospital. I am confident that we will be able to continue and improve upon in providing health care under the prudent guidance of Ministry of Health & family Welfare and Directorate General of Health Services to reach the level of excellence in the health sector.

Important information and necessary issues for Shahid Ziaur Rahman Medical College Hospital |
'Do the right thing' is the expectation of MOH&FW and DGHS in one hand, service recipients on the other from this hospital. Conversely this tertiary hospital is having certain issues that need to be addressed to fulfill these expectations. Maximum of these were highlighted in the Health Bulletin 2012 and 2013, but remained in the form of assurance - yet to see daylight: a. It is embarrassing for a tertiary care hospital from where patients are being evacuated backwards to get ICU support. Frequent efforts in terms of correspondence and personal request are made to establish ICU at SZMCH but not yet materialized. b. Casualty department of SZMCH is still functioning on adhoc basis. A hospital located beside a busy national highway requires a full flagged Casualty department immediately. c. Delay in repair/maintenance of repairable equipments/instruments creating significant problems in patient care management. Unusual procedural delay on the part of NEMEW is creating hindrance in timely repair. d. Unnecessary delay and unplanned prioritization in budgetary allocation has hampered service delivery. c. Security of hospital to be strengthened by out sourcing capable security agencies to avoid untoward incidents and to ensure physical security. Health care systems are dynamic. As such, our expectation will be any changing needs or immediate issues projected by SZMCH to be addressed by all authorities concerned with due importance. DGHS in particular should be more proactive in dealing with the issues ensuring involvement of all the stakeholders that might adversely affect the greatest health interest of the people. In peroration our expectation will be good health governance, equal and logical distribution of scarce health and logistic resources and our assurance will be working passionately as a team towards providing the best health service to the people of our jurisdiction.
