Preface

It is of great pleasure and opportunity to publish the health bulletin of Dakshin Surma Upazila Health Complex containing achievements, drawbacks, requirements for the health related service delivery from different points. Dakshin Surma Upazila was separated from Sadar Upazila since 1st July 2010.This health complex was inaugurated by honorable Prime Minister Sheikh Hasina on 17th September 2013 in Golapgonj Upazila along with other development programmes. Administrative approval was given from MOH&FW with the active help from honorable M.P. Sylhet-3, Mr. Mahmud Us Samad Chowdhury , on condition that operational expenditure will be carried out by Essential Service Delivery , D.G. ( Health), but ESD has not yet included this health complex in their operational plan / revised operational plan despite repeated applications. To meet up the expenditure from revenue budget, economical approval is required. Applications were sent for economical approval to honorable secretary, MOH&FW. So that the indoor service delivery could not be started.Outdoor & emergency service delivery started with limited resources. Superior authorities were informed regarding following essential requirements to start full hospital activities.These are (a) manpower, (b) budget for MSR & diet,(c) instruments & investigation facilities (pathology, x-ray, ultrasound etc. (d) Vehicle( ambulance, motorcycle etc.), (e) Water purification plant, (f) Alternate back up power supply, (g) Boundary walls. ----------------- BEST REGARDS ---- DR. IMPORTANT INFORMATION : It is our pleasure to inform you that honorable M.P. Sylhet-3, Mr. Mahmud US Samad Chowdhury , is very much concerned about the Upazila health activities. He issued several D.O letters to honorable Minister, Ministry of Health & Family Welfare regarding important issues of Dakshin Surma Upazila Health Complex................................................................................................................................................................................. NECESSARY ISSUES: These are (a) Economic approval from MOH&FW. (b) Manpower : Posting in vacant posts and creation of new required posts. Specially 3rd class & 4th class employes. (c) Budget allocation for MSR and diet. (d) Absence of boundary walls is a security concern. Different sanitary apparatus & electrical instruments from the quarters has twice been stolen.G D filed in concerned thana. (e) Water purification plant is absolutely necessary as water is not unable due to very high content of iron. (f) This upazila does not have a vehicle for UH&FPO or ambulance or a brick. So that emergency patient referral and monitoring of field health activities became very difficult.
